I understand, that voice-only flag was removed from Rust, but i guess, that this is a huge issue, that players can't even use commands anymore.

I'm not sure this can really be avoided, but perhaps by intercepting the chat and being a chat plugin too.

Chat is blocked too as Rust only has one flag for both voice and chat now.

That is due to changes in Rust. Chat and voice are no longer split for their mute handling.

To be clear people can use commands still, they just need to use/execute commands via f1 console not the global / team chat. This is more of an issue of plugins needing to support f1 commands and not just /commands in chat
