For some reason it's not restocking the vending 

Can you provide more information? For example, do you experience this with multiple vending machines and items or only certain ones? If only certain vending machines or items, which ones? Are the items not restocking at all, or just not restocking instantly?

i think it dont work with the plugin below not 100% will need to check

I have tested both plugins together in the past and experienced no issues. Additionally, I am familiar with the implementation of both plugins so I'm pretty confident there is no possibility for conflict, though I am of course open to the possibility of being wrong.
