Those hooks were already added to the plugin a month ago. They just didn't work until the Oxide update. I've updated the plugin patch notes to clarify this.

The issue you are facing is not related to hooks. Looks like you have Oxide publicier disabled. You will have to re-enable it in the Oxide config.
