Since the wipe, horses are taking damage despite the lock.

This plugin never prevented damage. What kind of damage? Are you using this plugin with Vehicle Decay Protection and expecting Horses to not take decay damage if the lock owner has permission? If so, that would be an issue with Vehicle Decay Protection.

I just tested spawning a horse, adding a lock, granting myself the the vehicledecayprotection.nodecay.ridablehorse permission, then verified the decay damage was indeed blocked.
