is there any way to restrict the amount of locks that a player can place? some players are locking every vehicle they run into not letting others use them.

Not at this time, but several folks have asked for this, so I'll consider adding support for it.

For now, there are several things you can do to mitigate the impact of this abuse.

• Require that the player own the vehicle. This is currently a global setting so it may not be a great fit.
• For cars, only allow if the car is on a lift. This can be done by not actually granting the permission, and then using the Car Lock UI plugin to allow it to work only via the lift.
• By adding a cooldown so that each player can only add a lock every so often.
