Does this plugin also apply to the newly added drivable tugboat?

Not yet. I will look into it soon. I haven't tried the new tugboats yet but I heard they have a concept of authorization, so I might add a new type of permission specifically for that (e.g., disable decay if one of the players authed on the boat has permission), or maybe I'll just apply that behavior to the "ownership" permission.
