Not sure if anyone else is having this issue since the update. I have this set so that vehicles should not decay within TC range but since the update they are decaying. Is there a fix coming?

Which vehicles are you experiencing this issue with? Also, how did you determine that the vehicle decayed? Did you see it gradually take damage over time, or was the vehicle simply gone when you went to look for it?
I just tested with minicopters and modular cars, and it's working as expected for me. My testing steps are detailed below so that you can compare them to how you are testing.
- Configured
DecayMultiplierNearTCfor both vehicle types to1.0, and reloaded the plugin. - Spawned a vehicle with no owner, with no attached lock, with no roof above it, but in TC radius.
- Used a custom debug command to mark the vehicles as last used 1 hour ago (so that I didn't have to wait).
- Waited several minutes and verified that the vehicles had taken damage as expected.
- Configured
DecayMultiplierNearTCfor both vehicle types to0.0, and reloaded the plugin. - Waited several minutes and verified that the vehicles had the same health as previously recorded, meaning they were no longer decaying, as expected.
