Make server pvp no raid base

hello nivex. im trying to make a cfg to do available pvp whole map. but block building damage. everytime i delete a rule reload plugin cfg returns todefault cfg.. can you help me please?

who is your host?
how are you editing this? in a control panel, ftp, what?
configs don't just reset like that

im editing on notepad++ 
im changing rules deleting rules i dont need.. but save cfg file, reload plugin and still same before changes.

all i want is block structure damage ,and remove everything else to do pvp available.

"players cannot hurt players",

just remove that if you want to allow pvp

your config works fine. does not reset. so the issue isn't caused by the plugin.
