this is allowed by the default config from HelicopterDebris in the dispensers entity group using the anything can hurt dispensers rule.

if the above exists then it's blocked by another plugin.

You have to wait for the heli debris to cool. You can't just mine the heli debris right away. Normally takes about 3-5 minutes.
