Does AuthorizedDamage flag disable damage to buildings by heli? IF it was bait by another player trying to troll another player base.

no, the heli is not a player. meaning authorized damage is for players.
if you want that behavior then you need a plugin specifically for it.

By any chance you know which plugin can do that job? Players has been baiting heli attack other's player base on a fucking PVE server. I have to disable heli damage for temporary measure.
