Help with setting so it "acts" like default PVE True and People take damage when attempting to hurt others, but do not take damage when hurting NPC

I was hoping to find help in what setting I need to fix in order to use this mod to act like the vanilla server PVE setting when "PVE = True", the only difference is I don't want people to take damage just for hitting an NPC. I do want them to take damage if an NPC attacks them, but not take damage just for shooting one. 

That is the only setting of the standard PVE True that I didn't like, and the reason I need the mod. I just don't want to mess anything up and change the wrong setting. My end game is True PVE, but I have raidable bases and want people to get hurt by everything they should get hurt by, the only thing they shouldn't get hurt from is other players (unless they hit the other player and I want them to take the standard 10 damage).

Does that make sense? Not sure if I explained it right!

it is by default that players do not get hurt when attacking npcs. only when npcs attack the players. server.pve must be set false or it will continue to damage them.

it is by default that players do not get hurt by other players. there is no option for them to take a specific amount of damage, either. I'm conflicted about adding it as an option as it's outside the scope of this plugin, but a 'reflect damage' rule does seem interesting. unfortunately it could be highly exploited when factoring in fire.

player A shoots an incendiary rocket. player B stands in fire, heals, stands in fire again, etc. player A dies as a result of the reflected damage. admin receives complaint from player A that player B exploited and killed him. I don't want admins on any server to receive such ridiculous reports simply because players will do anything and everything to find exploits and abuse them

i'm sure there's more situations where this can be exploited so I'd rather pass on this unless a valid counter argument can be made

Hah good point, I could see the abuse, I was thinking more like player A hits a house or a player with a rocket or shoots them, and they in turn basically get slapped. I could see some toxic people finding the loop hole and using it for evil, though typically there is less toxic players on PVE than PVP, you still have to deal with them.
