I am using True PVE and all zones on my server are 100% PVE.  The new Arctic Research Base is PVP and cannot be changed to PVE by any means known to me.  I don't know if this is something that needs changed in True PVE or Facepunch needs to add a hook or something.  Please advise.

Hello, can you share your config because ive no problem with artic research and truepve... it's pve for us

Taking at look at my config, I discovered the issue.   The mappings for Arctic Research Base a were set on "exclude" instead of "default".   Hopefully that fixes the issue for me.
