I have a PVP server that I'm trying to set up PVE zones.  No matter what I try, the zones don't seem to be working.  I try to print debug to server and client and log, but nothing is working.  Plugin loads fine and works a PVE everywhere by default, but my config is not affecting player damage in my PVE zones.  Any ideas what I'm doing wrong?  Here is my config:
