do i need "chat user add <steamid> vip" as well as "addgroup <steamid> vip 30d" within gpay or will the addgroup take care of both adding to group and giving a chat title?

I assume you're using Better Chat in order to grant titles.
Since Better Chat relies on oxide groups, simply using the "addgroup" command this plugin provides is enough, considering your Better Chat group has the same name.
