Did you check your oxide/logs for errors? What exactly doesn't work about it? This plugin doesn't really do anything to distiguish between plugins, it simply allows temporary granting of permissions that exist and are valid.

So the first thing I would check is that the Extended Recycler plugin is actually loaded.
