If you want to completely block the tech tree, there are already some other plugins which do that.
- https://github.com/WheteThunger/NoTechTree -- Blocks access to opening workbenches.
- https://umod.org/plugins/no-tech-tree -- Blocks access to unlocking any tech tree nodes, and prints a chat message when attempting to unlock nodes.
- TechTree Remover by Razor on another site, which adds back the old experimenting UI
