Every time server restarts it seems I need to o.reload StackSizeController for hemp clones to be able to stack

Any chance you use Nature plugin? Or any plugin that use skinned hemp?

no nature, and no other hemp stuff

yes :D you think this could be it?

Turn off tree planter and restart. Try again. Think that cause this.
I think tree planter overwrite the stack modifier config. Only one hemp clone is possible by tree planter.
