when changing low-grade stack sizes it causes the heli vendor to output x2 x5 x10 depending on how much you change the stack sizes.

Its vanilla behavior to use 20% of max stack size. The solution is to install a plugin such as Air Fuel or Vehicle Vendor Options which allow you to change the fuel amount added to purchased helis.
This seems like a repeat thread so I suggest the plugin maintainer add a note about this in the docs if they haven't already, which should hopefully reduce the rate at which people need to react to this issue as they can solve it pre-emptively.
Another option would be for this plugin to be changed to automatically address the fuel giveaway issue, if it does not detect the presence of the aforementioned plugins (or the Air Fuel equivalent on another website).
