I was wondering why i cannot set the cooldown lower then 2 minutes? does this have a reason or can this please be added to the plugin because i want to keep using mymini as it is better then vehicle license.

There is no minimum cooldown. There is probably a misconfiguration on your end. Consider sharing your config here in case someone can spot an issue.
