That would generally mean it isn't actually loaded. Please make sure you are using the latest version, and check your oxide/logs for errors.
i have the same issue. the message says something like missing rights. although "nomini" has no specific permission the same applies to fetch/fmini. permission granted but it states that i don't have permission. spawning the copter works as it should

spawnmini.nomini -- Allows player to use /nomini chat commandA command not existing (what OP mentioned) and a command not allowing usage (permission lacking) are not the same thing. ;)
