Ability to reset player minicopter cooldowns

Sorry your post wasn't replied to sooner. I'm guessing you wanted this because there was a bug where changing the cooldown tier wouldn't reset the player's current cooldown so they would have to wait until that's over to get the new one. There was also a bug where cooldowns wouldn't reset on server wipe. These issues were fixed in v2.8.0 and v2.7.0.
