is it posible to revoke player permission to despawn with /nomini because if a other player steal the minicopter players just despawn it and then they tilted and leave the server...?

I think the lesson is to not steal a copter if you don't want to suddenly fall out of the sky.

It is possible.  I suppose I could bring in something from FlyingCarpet and optionally require that you're within a certain distance from the minicopter to use /nomini.

Possibly make it so players cant do /nomini if there is player mounted? I think that would make a lot more sense then the "distance". 

I would also like this functionality to not be able to use /nomini when someone is flying with the mini. This would be great.
