This is a gravy-type add-on, and I can't say it's a completely unique idea. Someone implemented this in a plugin elsewhere, but honestly, it was a poor implementation and the developer became absent so...

Common problem: After a server restart, many of the players on the server do not rejoin. At the same time, admins are forced to restart their servers often for performance reasons. This becomes a double-edged sword.
Potential solution: Reward players for rejoining after a restart if they were online prior to the restart.
How it might work: Take note of players on the server before the restart, if they rejoin x minutes after the restart, provide them with x items from a custom loot table and/or economics.
Bells and whistles: Notify players when the countdown begins what will happen when they rejoin, notify them if they rejoin within x minutes that they have a reward to accept, provide command for them to use to accept the reward (they could have full inventory). 

I'm not sure you'd want to implement this feature, but I thought I'd ask. This plugin is already 'smooth', but this would put it over the top!
