I experience that it takes a long time til the server can be found ingame again after the automatic restart.
When restarting it manually via control panel the server can be found immediately.

All this server does is issue a restart command provided by the game really. Your control panel kills the server process.

Graceful, proper shutdown vs. forceful, improper shutdown.
