I have just installed this on my server having used it previously a year or so ago. Version number is V 2.2.3 and once installed receive the title message and no config or data files have been created on restart of the server.
Apologies if this has been asked before but a search didnt give me any results similiar to what I am experiencing.

1. locate your \oxide\config folder, and the Skins.json 
1a. all skins hosted here, https://rsmt.dev/RSMT-Skins/SkinsFull.json , https://rsmt.dev/RSMT-Skins/SkinsPaid.json 
2. download either one, rename to Skins.json, move to \oxide\config folder , boom skins in-game will load
3. ps, ensure in your server you do o.grant group default skins.use , or , o.grant group admin skins.use (or both)
