is there a way to blur the background?

i mean like realy blur it .

i can make it transparent but  you can still see eveything behind it, the % does not matter 
i tryed all sort of images to hide background but still let background of game go through it 
i know there is something plugins sometimes use called blur
but im not skilled innough to add it in the cs file
