When we use server-chat, No Give Notices  is useless.

What should I do, modify the no-give-notices?

Oh Yes, Better Say is just for the say command while Server Chat is for all server messages including Rcon Messages .

When you say all server messages, what exactly do you mean? Things like the "Not enough space" when building or "Server Restarting" countdown those sorts of things also?

No, a very selective amount of messages sent by the server itself, not all of the messages.
