It's someone trolling, but i still didn't figured out how they do that. Only thing that temp helps is removing the prefab ingame.
Put this in console: del assets/prefabs/deployable/playerioents/gates/rfbroadcaster/rfbroadcaster.prefab
^ the spamming will stop.

this problem is still occuring. anytime someone turns an RF broadcaster with the frequency 55 on or off this message gets displayed in the console:
i asked another admin to turn the rf broadcaster with frequency 55 on and off and this happened.
if you get this message multiple times in a row then it's a player doing it.
it looks like some people are aware of this bug and they abuse it to fill up the admins consoles.
