Is there anything that can improve server and attract players? if you know give me ideas.... Also if there is plugin developer and see this please reply. Got one idea just wanna ask is it possible.

Nothing special will help you to get more players, you have to be active and attentive to your players with filtering their ideas because some player idea can help you and some can just destruct you and your server.
At the start of a server, you may be really active to grow up your server, ToListSite can help you, also some advertissing can help.
And finally, you have to look proper to your server loot and every config of your plugins list, everything must be balanced or your server will just die.

Its ballanced, its hosted form more than one year, and mainly vanilla. Can`t do anything. Need base players but nobody like me stay 24/7 trying to help. Where can advertise bulgarian serevr to random english speaking players? Idk what can be done...

Server hosted in Bulgaria? If so not going to get many English speaking players. Ping will be to high. Most players look for low ping servers.

Based on my expirience im hosted server based in UK with ping 15-20. Got like 40-50 players in 2 weeks time even there was a queue! Unfortunately this was gameservers and server started to crash and lost all players!

Its hosted in germany but made for bulgarian players, just no hosts for this in bulgaria. Lost all players because dumb game think Bulgaria means nothing inside server name, when ip is german we will skip server or show it after delay inside list. Thats notmal :) Oook
