you got a plugin called Nodecay ??
Without a tc other players can add to your base to grief you,
You want decay.upkeep true
If it is set to false it will revert to old system of
decay.scale
If upkeep is set to false and scale set to 0 you will have no decay.
You need to check and see what they are set at and change back to defaults if you want decay.

In console run these commands ti see what they are set at:
decay.upkeep
decay.scale
Running those commands will return the value they are set to. If you want to change it to vanilla decay run the commands:
decay.upkeep true
decay.scale 1
After changes run command server.writecfg
