Packet Flooding: Player Tick

Has anyone else experienced an increase of this occuring in the last 2 wipes when you haven't really made any significant changes?

Server pauses for about 30 to 60 seconds.  Complete freeze.  But then resumes, all players get kicked with Packet Flooding: Player Tick.

I know it is usually plugin/map related, but seems to increased in frequency across multi servers without making changes.

 

Are you running the rust server on a windows system?
