I'm pretty sure Facepunch would have made the Building Skins DLC for free if they wanted. :)

Sure. But these are skins made by individuals, this time it's a complete DLC made by the developers of the game.

Yes, what Leefall said. I would not be surprised if at some point, FP decided to blacklist servers using plugins bypassing skins DLC. There are already some rules for plugins on community servers.
I dont see it happening or they would have to blacklist every addon that bypasses every DLC/skin and as things like Skins and SkinBox have been around for ages and FP hasnt done anything to them
