you didnt look very hard. in game

OPTIONS/OPTIONS/ CROSSHAIR  = ON/OFF

Server wide im not sure but i think HARDCORE Mode may disable it.

It is not a server side issue it is (as mentioned above) a client option and as they are only person who can see the crosshair why would you have to worry about it ?

not possible since its part of the game, client option. Even if you found a way, they can always use 3rd party softwares, not naming anything but I notice a lot of players uses it, not only for Rust
