Is it possible to add a new item to the crafting menu for my server?

It's not possible to customize the native UI in Rust, only add custom UI.

so make my own crafting ui and place my items to craft in there? could i add a blueprint to the game for it?

You can't create new items really that I am aware of, only customize existing; but you could add existing items to a custom UI.
