does anyone know how i can keep the game timer at daylight so night never comes and weather sunny but a way that does not stop the heli/tank or cargo ship from not spawning.
Had this issue before so had to remove the plugin 

For day length You should use TOD plugin
For sunny weather, You can trigger weather.rain/.fog/.clouds to '0'. You can either make it part of server.cfg or write it directly to a launch script, use Timed execute or even push this as console command manually.
As for heli/cargo/other event, the best way is Timed events plugin
