Starting a rust server and i dont have any admin permisions even tho it says im the server admin and owner also my server isnt showing on the server modded list

Have you run the command:

ownerid <your steam 64 id> <name (optional)>​

Once you do the command above, you have to do another one to write the cfg file, then leave server and reconnect.

writecfg

It already say im the owner but the for example i do /kit add its telling me im not admin.

You likely ignored the important step of leaving the server and rejoining after making yourself admin.

Nope i did but its all changed now and you have to use rust admin and how coud i make tags for example admin tags vip tags

Look up RustAdminAccademy on YouTube. The guy takes a whole video to get to the point but you can skip through. He walks through every aspect of setting up a server and dealing with plugins.
