I don't see any existing plugins that do this. Still, it's very straightforward to achieve. One way is using OnEntitySpawned or OnEntityBuilt to get the tool cupboard placed, together with CreateOrUpdateZone from ZoneManager, to create the zone.

been after something like this for a while never found anything that will do it
