I get a message in the console: SteamServer Connection Failure (NoConnection)
I noticed that my server is not visible on the Rust Master List and also on battlemetrics, on battlemetrics server status stands as DEAD.
The problem is that there are players on the server and they play without problems, the server is Online and has about 40 players.
I tried to restart the server several times but the problem is the same. Is there any command through which I can restart "SteamServer Connection" and how to fix this problem ?

I have solved the problem so I will share it with  if someone else has the same problem.

The problem was in the server where Rust is located. In fact the main problem was in the Firewall rules of the server.

Where you bought the Rust server, you have to open a ticket and they have to solve it for you. In my specific case, there was a problem with the firewall from the server.

Message: SteamServer Connection Failure (NoConnection) it could be due to a DDOS attack. Unfortunately, if you want to have a Rust server, you must have very good protection against DDOS otherwise jealous and toxic admins will destroy your server if you get players population (this applies to modded and community section). If you look a little closer, all official Rust servers have excellent DDOS protection.
