I run PVE server and got a thing that someone built ceilings to our houses so we can not remove it even with Remove Mod (normal).
I remember there is a way to see hwo placed these parts to ban that player. Please help me if it's rcon default command or it is some mod.

So there are two questions:
1. see info about who tried to raid us
2. how did they placed any structure without having access to Authorisation? I thought it's imposible.

If you use AdminHammer plugin you can find out who's structure it is.

Not if you have a plugin installed on the server (like mine) where you cannot build/place anything in anothers tc protected area.
