Do the above-ground trains need to be enabled by the server owner? My map doesn't seem to have the rail network or any trains on it...

uh........................... your map needs to be 4250 or bigger, alistair originally said 4000 like ring road but they are having problems with limited monuments.

check out rustmaps.com - you can generate above ground rail on most map sizes if you are willing to sacrifice monuments.
