Is this normal? If so, what plugin prevent this?

sleepers die at most monuments now, mainly around where loot spawns, it's to prevent abuse. There are some areas you can get away with it. Why would you want to prevent it? and at supermarket only?

Want to allow lie down everywhere except safe zone.
