I was wondering if there is an existing plugin that could help me make the base resources Recycleable. I figured since you can make blueprints recyclable with the RecycleBlueprints plugin and set custom recycling outputs with RecycleManager plugin, that you should be able to recycle base resources like wood and stone and set them to return any item you choose.

But you cant even put the base resources into the recycler. Wondering if anyone knows if its possible to change that.

It's possible to change. I'm not aware of any free plugins that allow it, though I imagine it's pretty simple to make. There is a paid plugin on some of the marketplace websites called Custom Recycle, and it's documentation says it allows you to make custom recipies.

I see, I will attempt to configure something myself then, but if I have issues it looks like Custom Recycle does exactly what im asking for. Thank you for your reply!

look for a plugin called "remove" or remover.. or some such thing.
it allows a player to remove some or all of the base., one of the admin options is to recover the cost of items removed.
Normaly it is used on PVE servers or to fix the anoying bug of not being able to remove highr level items without destroying them.

Please note it is NOT recursive...
so if you "remove" a TC, you get a TC not the materials.,  however for base contruction materials they can be recovered.
