So I have been trawling around for a Restarter, I installed the mod but I'm unable to find any way of restarting the server with this plugin since it needs an external restarter.

Is there something I have missed?

You can use an external tool that monitors it, or a simple .bat or .sh file depending on your OS. You can see some basic examples here: https://github.com/theumod/uMod.Rust/tree/develop/resources
