I know about the oxide permission system, but i want to prevent admins from a normal/vanilla permissions.
For example:
spawning itmes from console, using the say "Message" command and etc.

i will be happy for an explanation and answer

Hey!
Ownerid grants you a lot of access (like giving items, ..). Just don't give it to your admins. 
For plugins use permissions
If you want to deny give usage and allow noclip, you can use plugins for noclip or special plugins for admin control?

So you mean that the admin who has moderatorid role can not spawn items from console?

If you want to limit access, I would avoid using ownerid and moderatorid and instead using plugins to provide the functionality you want.

But isn't this way will cause my server to be blacklisted? cuz they see it like players with permissions and not real admins? (my server is listed in community list)

Admin tools are allowed; gameplay changes, mechanic alterations, and visual changes are not.
