How can I ban cheaters that are not currently active or sleeping?
I use Player Administration for this normally but this one only let's me manage players that are online or sleeping.

you could try some special plugin for bans such as Enhanced Ban System

use

banid <steam 64id>

Then it dosent care if the player has even ever joined your server
