Did you try deleting RustDedicated_Data/Managed beforehand?

No, because I assumed that by deleting RustDedicated_Data all files inside would be deleted too..

Those files are safe to be removed.

1. Delete the RustDedicated_Data folder
2. Run your steamcmd .bat script

I did that, and it just launched 2315 again...

Are you sure you are installing to and launching from the same location?

Yes, to make sure I am making the 'launch' RustDedicated.exe more redundant to - 'launch' C:\rustserver\RustDedicated.exe
