Why does pop decrease when there's a queue?
For example, I have my server set to 150 max players. There's currently 19 players in the queue yet the pop says 140/150.

It says this on InfoPanel and in the in-game Rust server list. Shouldn't it just always says 150/150 if there's a queue?

no, because it shows online players (online = active)

So you're saying some are AFK? But Rust kicks AFK players when there's a queue...

No, its not. I didnt were kicked when was in 2h queue (was afk)
Players in queue haven't yet loaded into the game world.  Surely, there is delay between initiating the connection (handshake) and being considered "online"

Ah yes maybe
10 of them is joining they are not calculated in to player count.
