I have seen some posts on this, but has not worked by just putting minicopter.population 2 in my server.cfg

any better suggestions? I see servers with them so I know it's out there.

That should work. Can you validate that the convar is set to 2 by running just minicopter.population in the server console? If it prints 0, then either you put it in the wrong server.cfg or the server hasn't restarted since you added that. You can apply the convar via the server console and the minicopters should spawn within a few minutes.

If this continues to not work for you, you can always add the line

+minicopter.population 2 ^

in your batch file
