Allow build on Iceberg?

Hey Guys,
i have a problem, again.
I want to allow my users to build on icebergs, but when someone want to build there they got the following message.
You can't build or place on icebergs​


I dont have a plugin which disallow build there, i think.
Any Ideas?

Would have been pretty pointless anyway..due to lot of private one's in his "list" ;)
