Hi everyone,
I'm wondering if someone can help me with this problem. I'm sorry if I posted this wrong, I'm fairely new to hosting a server and also new to this site.
I have a server with OVH with specs below:

We are a 3x noob server on rust and have an area we call city where people can learn how to play and can not be raided or looted. But the people in city experience lag/rubberbanding and low fps, or some people can't even join the server at all. I personally never experienced lag because I didn't live in city.
The server fps in the beginning was at 225 but now its at 97 and sometimes dropping to 34 and going up again to 100. (I know 100 is still good, but i don't know about the dropping to 35 fps)
Entity Count is 165,335
Map size 3500
Monuments 192
We also have a test server, but can't put that online all the time because in the other server people will experience more lag is what i'm told.
I think that OVH must be able to run both servers on their dedicated server (rise-1).

You have a high entity count whats your memory usage at? The lagging may be the server caching due to lack of memory.
Try unloading your plugins. And see if players are still experiencing banding. If they are then its probably not plugin related
I didnt know there was 192 monuments ? and i use entityreducer plugin to keep entities down
In areas with a lot of buildings there will be lag due to all the rendering, this is normal and I don't think there's any way to avoid it except have fewer buildings. I think the rendering is done on the client side. We often have a group of players who build a village and we call it lag city, you can't fly over it or you'll crash.

You can also use a plugin like Foundation Limit (with permissions) to reduce the size of structures
Well... the problem is not (only) the City area. The server itself is not running on full power it seems. In the whole map people experience lag/rubberbanding etc. It's getting worse as soon as the other server is put online as well, as soon as it's turned off the server increases immediate in ping. Where the server normally worked on 220-250 fps, it's now on max 150 after reboot, 100 after 2 hours and after that drops to 20 without anything happing; no server save at that time, no events going on, it's as well as in the morning with 2 players as the same as with 30 players, when all the plugins are unloaded its still same worse fps. We tested our plugins one by one and nothing changed. The test server runs on what normally is our main server, full fps no problems no drops. People get kicked out of the server by disconnection as soon as this fps drops happen (not all together, just 2-4 players) or they can't fly anymore, fly with massive stuttering everywhere. We don't know if the following has anything to do with it but firework doesn't go off anymore since we experience these lags and fps drops.

Now within 12 hrs it's back down to 2fps and making my players rage.
2 days left until force wipe... I would like to see this issue resolved before the next wipe. I've just put a load of work into promoting a server that's now no good to play on 😢

I know it might sound simple but have you checked out your internet ? , restarted the modem and checked connectivity ?
I am running approx 90 plugins and a slowly increasing entity count of 210k (usually 350 by now) my ram usage is sitting around 55% out of 16gb and the FPS floats around the 90-140 area. my ping to the server is around the 30-80 mark.
You might also try limiting your server FPS. Nobody needs more than 60, but trying to maintain 250FPS for many players is bound to affect overall performance.

Dont recommand as this plugin is lagging itself so it would do more harm than good. EntityLimit can be used to limit base size and works lag-free as far as I know

150fps on an empty server is definately not good. An empty fresh wiped server should be around 1500fps when its unlimited (that beign said limiting fps around 60 or 30 is a good idea). But if you run 150fps unlimited on a fresh map something is clearly wrong

1500fps is pretty ridiculous as the best monitor you can get will only handle 360fps consistantly, FP designed the game for 180fps max now 280fps, I would really like to see a screenshot of that speed. Most server maps i have looked at are around the 250fps mark.

When I start a test server on my own machine with unlimited fps on a 3500 to 4000 mapsize i get those fps numbers. But its no use yeah, you can limit it on 30 it give cooler temperature so more stability
